Lviv Tourism Office, part of the Lviv City Council’s Department of Economic Development, is working to resume the systematic collection of data on tourist flows. Despite the airport being closed and changes to tourism logistics during a full-scale war, it is important for the city to continue monitoring visitor trends, the geographical origin of visitors and changes in tourist behaviour. For the second year running, Lviv has been conducting a parallel analysis of tourism data in partnership with the mobile operator "Kyivstar"
How Tourist Flows in Lviv Have Changed
According to Kyivstar’s analysis, in 2025 tourist numbers in Lviv stood at 1,774,681 — an increase of 63,216 people (+3.7 per cent) compared with 2024. This indicates moderate growth in tourist flows.
Changes are evident not only in the overall numbers but also in seasonal trends. In December 2025, the figure for international visitors nearly reached summer levels, indicating increased visitor activity towards the end of the year.
Visitor Activity Is on the Rise During the Winter Months
Summer remains the busiest period for visits to Lviv. In 2024 and 2025, the highest monthly figures were recorded in August, July and June — in both the domestic and international segments. Among domestic tourists, the summer period remained stable: June–August 2024 accounted for 31.6% of all monthly visits recorded, and in 2025 — 31.4%.
In the international visitor segment, summer remains one of the busiest periods. However, in 2025, higher figures were also recorded in the second half of the year. While June–August accounted for 31.0% of all monthly recorded visits in this segment in 2024, the share fell to 28.8% in summer 2025.
In 2025, higher figures were also recorded in autumn and December. September, October and November remained notable in the monthly distribution, while December’s figure nearly reached summer levels. In contrast, no similar increase towards the end of the year was observed in 2024.
Tourist Flow by Country of Origin: Which Markets Are Captured by Kyivstar’s Data
Among international markets, Poland ranked first in both 2024 and 2025. According to Kyivstar’s annual data, 42,043 visitors from Poland were recorded in 2024, compared with 69,007 in 2025 — an increase of 26,964 visitors (+64%). This was the largest increase among the top 10 international markets.
In 2024, the top 10 countries by visitor numbers in Kyivstar’s data were Poland, Germany, the United Kingdom, Italy, the Netherlands, the United States, Belgium, Czechia, Sweden and Estonia. In 2025, Poland retained the top position by a considerable margin. It was followed by Germany, Italy, the United Kingdom, the Netherlands, the United States, Czechia, Belgium, France and Sweden.
The picture was more stable across Ukraine’s domestic markets. In 2025, visitors from Kyiv and Kyiv Oblast accounted for the largest share of domestic tourist flows, at around 28%. They were followed by Dnipropetrovsk, Ivano-Frankivsk, Khmelnytskyi and Ternopil oblasts — the same group of regions as in 2024, with only minor changes in visitor numbers
Length of Stay: Shorter Trips in the Domestic Segment
The average length of stay remained virtually unchanged over the year. In 2025, it stood at around 3 days for the domestic segment and around 7 days for the international segment. Similar gures were recorded in 2024.
Tourist Demographics and Income in 2025: Key Changes
In 2024, the largest group by income category was the middle-income segment, accounting for 25.09%. The ‘below average’ , ‘above average’ and ‘low’ income categories were distributed almost evenly — at around 19% each. In 2025, the ‘above average’ category became the largest — 23.64%.
The age distribution has also changed. In 2024, visitors aged 18–24 accounted for approximately 13%, while those aged 25–34 made up around 17%. In 2025, the share of visitors aged 18–24 increased to 16.8%, while the 25–34 age group accounted for 15.7%.
The 35–44 age group remained the largest in both 2024 and 2025. In 2025, its share stood at 25.3%.
In the domestic segment in 2025, women accounted for 53.9% of visitors (841,100 people), while men accounted for 41.7% (649,700 people). The gender of the remaining 4.4% of visitors was not identified.
What This Means
2025 did not bring about any drastic changes in Lviv’s tourism trends. The data indicate a moderate increase in tourist numbers, with the highest monthly figures continuing to be recorded during the summer months. The domestic segment is characterised by shorter stays, whilst international visitors tend to stay in Lviv for longer on average.
At the same time, in 2025, higher figures were also observed in the international segment during the second half of the year, particularly in December. This trend is worth monitoring in the coming years. If it continues, it may provide grounds for a separate analysis of the potential of the off-season.
About the Data
This report is based on aggregated and anonymised data from the Kyivstar mobile network, using the methodology defined by Kyivstar. The figures presented are estimates and are used to assess tourist flows and their structure. They do not represent a direct count of all visitors to the city or confirmed characteristics of each individual.
The analysis takes into account visitors from other regions of Ukraine and from abroad. Visitors from the Lviv region are not included in the analysis.
The distribution of international tourist flows by country was compiled in accordance with Kyivstar’s methodology. The country assigned to a visitor in this analysis should not be directly equated with their citizenship, nationality or permanent place of residence.
Indicators of age, gender and income level are also estimated. They are not directly verified personal characteristics of individual visitors. In particular, the income level category is not a direct measure of a person’s actual income.
Monthly figures reflect the number of visits in each individual month and cannot be directly aggregated to give the total number of unique tourists for the year, as the same person may have made several trips to Lviv during the year
For the analysis of domestic tourists, a length-of-stay criterion of 2 to 14 days per month was applied. This approach helps distinguish tourist flows from transit visits and from mobile subscribers who may have lived, studied or stayed in Lviv for an extended period.
When comparing gender figures, the varying proportion of records with undetermined gender should also be taken into account: 16.1% in 2024 and 4.4% in 2025. Therefore, direct comparisons of gender shares between the two years should be treated with caution.
