The procedure for providing medical care to foreigners and stateless persons temporarily staying on the territory of Ukraine is determined by the Resolution of the Cabinet of Ministers of Ukraine № 667 of June 22, 2011. The list of diseases and conditions of foreign citizens in need of emergency medical care was approved by the Order of the Ministry of Health of Ukraine № 225 of July 16, 1997.
- Foreigners and stateless persons can seek medical care, including emergency care, at any public or municipal health facility. The cost of medical care provided to a foreigner or a stateless person by state and municipal health care institutions is determined by the health care institution that provided it, in accordance with the procedure established by the Ministry of Health. Payment for medical care provided to foreigners and stateless persons may be made in non-cash form or in cash in national currency.
- If the cost of medical care provided to a foreigner or a stateless person exceeds the sum, insured provided for in the insurance contract, the foreigner or the stateless person shall pay the difference to the health care institution that provided it.
- If a foreigner or stateless person does not have insurance contracts provided for in paragraphs 8-10 of this Procedure, as well as in case of impossibility to document the right to receive free medical care in Ukraine, payment for medical care, including emergency, is made by a foreigner or a person without citizenship.
- If a foreigner refuses to pay for the medical care provided to him, the issue of reimbursement to the health care institution for the costs associated with its provision shall be resolved with the participation of the relevant foreign representative offices in Ukraine.
